Program Description
Residency Teacher Licensure
For individuals currently teaching on a restricted license (not a restricted substitute license) in their chosen endorsement area who are seeking their Oregon Preliminary Teaching License and want a flexible licensure-only program to complete while they teach.
Admissions Requirements
- Bachelor’s Degree
- From an accredited college or university. Degree must be completed before beginning RTL coursework.
- GPA
- Minimum undergraduate GPA of 2.75, or 3.0 in at least eight semester hours of graduate study.
- Experience with Children or Youth
- Preferred in a school setting.
- Academic Prerequisites
- Elementary: Coursework in math, science, writing, literature, history, cross-cultural studies, music, and art.
- Middle & High School: Coursework should reflect strong preparation in the subject area you plan to teach (bachelor degree in your chosen content area OR significant coursework in your chosen content area)
- Completed GradCAS Application: Your online application will also include transcripts, two references, a résumé, and a TSPC character questionnaire.

How to Apply
Step 1: Create a GradCAS Account
°ÅÀÖÊÓÆµ uses the GradCAS online system to process RTL applications.
Step 2: Prepare and Upload the Following in GradCAS
- Transcripts
- Official transcripts ordered and sent to GradCAS from all colleges/universities attended.
- For international coursework, a course-by-course evaluation is required through or .
- Evaluations must be sent to GradCAS by the application deadline.
- Two References
- Contact information for two people who can speak to your ability to work with PreK–12 students. They will be emailed a form to fill out.
- ¸éé²õ³Ü³¾Ã©, which should include:
- Employment history
- Licenses or certifications
- Experience with school-age children or youth
- Education background
- TSPC Character Questionnaire
- Required for all applicants.
- English Language Proficiency
- A satisfactory command of the English language is required. Applies to all non-native English speakers, including U.S. permanent residents and citizens.
- Application Fee: $38 (non-refundable)
